Dropping them into the bowl with a physics simulation would possibly make them sit better and not overlap (depending on collision shapes and so on).

If you've used the particle/hair system to scatter them there then you could click "Make Instances Real" and then they'd become real objects that you could manually move around in a tedious manner. :dry:

Ok, yes you can. :dumb:

 

It was a bit of a faff and if you don't have the right collision settings then they fidget around forever but ... it's doable.

EDIT: They do seem to float a little bit above the plate and I'm not sure how it'd work with less symmetrical objects. :shrug:

Once they are in the right sort of place you should be able to freeze them as a static mesh again and get rid of the sim.

Now I'm trying it with different shaped objects and the plate isn't working. :S

All this assumes I know how to do the simulation in the first place... And while I can see the gaps and overlaps up close, I don't think it'd be at all visible in the finished image. Which will probably be a screenshot and not a render :dry:
