I tried clearing a snow storm with a weather shout but nothing happened. Googled it and it seems it works for some and not for others. I hate not seeing a thing because of the snow... I've already run straight into one polar bear, one frost troll and two vampires...

Don't think I've ever used a weather shout.
I'm not even sure if I know any of those words.

Also a tip: Don't fast travel to the College at Winterhold, on horseback...

That's OK, I don't fast travel.

But it's very tempting at the moment. I'm leading four (FOUR!) other people on a mission north and it's like trying to herd a gang of stray awkward cats.

Never going to happen. I went there yesterday and hate the place. I never want to go back (except that I will need to go back and do stuff). I never want to live there... EVAH!
