It would require one of them living in the Riften canals.... I think they're mainly in the sea, but apparently one bossy one is in lake illinalta... (the mod was added to the nexus today)

I got that one from Epic.
And it may be my favourite one too even if it does get trivially easy once you start to level up.
It'd be nice if they were giving away the DLC as I always fancied getting the Jack the Ripper and Dreadful Crimes packs. But I don't think they are. :shrug:
