Any object with snapping points, including the alchemist buildings it seems, do this to the screen (along with continuous flickering that you are saved from seeing because it's a still image).

 

I haven't experienced it. Is it only from overhead or when you stand next to the items too?

That's the first time I noticed it in the plan view. It happens all the time normally any time I equip something in the vicinity of a snappable object (e.g. holding flowers when there are flower pots on screen, or fence pieces with fences nearby). It's extremely difficult to actual snap things because I can barely see any of it. It looks like it's trying to fit to a smaller screen resolution but the UI is unaffected.
