Do you mean procedural textures or image based textures?
For image based ones you can download them from cc0textures or ambientcg but you have to set them up yourself in the node editor.
PolyHaven has the option of downloading materials as a .blend file too which may be either easier or more complicated depending on whether you can understand what's going on in the node trees.
Not sure about downloading procedurals as they usually show you how to make them yourself in those YouTube videos that you don't like watching.

I meant procedural ones... And I did try to watch youtube videos yesterday but Banj was meowing too much. 
Anyway most of the videos are showing simpler things than the effect I wanted. I have seen some at Blenderkit that are more like what I was thinking but it's possible they were a mix of procedural and texture (I'm pretty sure some of the textures I saw would be impossible to make entirely procedurally)

I don't know, you can layer some pretty complex things together with procedurals. The downside is that they get slower and slower the more complicated they get. Well, on my PC anyway. 
There seems to be a free pack of 800 procedurals on gumroad that keeps appearing on my Google searches but you can't really see what kind or textures they are before downloading.
And that Ryan King pack is $75+!

Well, I filtered by "procedural" and there was one of a flower and leaves patterned lace. Lacy I think would be possible but accurate flower patterns? With petals and stalks and leaves and all?

"Procedural" can refer to geometry nodes as well so I imagine that's how the flowers/petals/leaves would be created and you can "instance" (if that's the right word?) the materials within the geometry node tree.
