This is starting to look silly now. 
The cape thing is pretty low-poly at the moment. I'd like to sculpt the details in the shoulder bits but that'll mess up the topology of the flappy bit and I have no idea how it's gonna react to the armature either way. Maybe i should add extra specific bones for the cape. Or maybe I should resculpt the cape after posing. Or maybe I should... I dunno.
It's all a bit of a mystery.
