Generally I would say it's down to starting at the lowest resolution possible to get the overall form, then gradually subdivide once you run out of enough geometry to push around which smooths the sculpt out slightly. I'm working in ZBrush, but the same principle should apply to Blender or any other application. I also have the intensity of brushes turned down fairly low from the default, so it's not deforming the surface all that much with each stroke. Then it's a combination of brush strokes and smoothing back over and over.
