That's an interesting new idea you're working through, with and without the tree.
That last version makes me think of some kind of futuristic airport or a terminal for commercial space travel. :)

I'm guessing there's some sort of idea behind the tree, but like Banji said it looks a bit out of place being old and gnarly in a squeaky clean new built city (as it looks, so far). If the city is meant to look new, maybe a fountain with some pruned bushes and flowers around it would be more likely? And they'd hide less of the structures in the background. But again, if there's a story behind the tree you should keep it. Though, you could try making it half the size of something? Like here was this important old tree but a new and big city grew up around it... (Tree roots overgrowing the city would only make sense if you intend to make the city look old and crumbled in the end... but perhaps you do!)

I kinda like the tree idea. The contrast between that and the buildings provokes a question for the viewer and it draws you in to the picture, making you wonder about the story of this place.
Although I probably wouldn't go with the overgrowing roots. I guess it depends on which feature you would want to be dominant. Overgrowing roots would make it seem like nature is invading the city whereas without, it looks more like the city is built around the tree.

It's amazing how little details can completely change the meaning of an image but the fact we're thinking about those details shows that you've got an interesting idea here. :)
