Basically you buy a full version, then you have the option to pay a monthly fee to get access to new features developed during the release cycle, or wait for version 4 to come out and buy that to get those features.

Unrelated to Clip Studio but the gif thing reminded me...
I updated FireAlpaca the other day and they have timelapse options to save as an animated PNG!? :blink:
I didn't even know that they existed. :dumb:
