The answer to that would be yes/maybe . In the theatrical release he shoots before Greedo is ready to shoot him. In the Special Edition he shoots after Greedo shot at him and missed. Many complain that the Special Edition version of Han shooting second makes him less of the callous mercenary that he was originally, however it could be argued that casually murdering someone that can't even hit a stationary target a few inches away and is therefore not a threat to anyone and possibly has some kind of disability actually makes him more of a monster.
Did he cheat or was he just the better gunslinger?
