I may sound like a broken record but I got Sketch Book Pro for my computer (showed some of the features to Domtopia in the February Challenge WIP page). I know they also have an Android version. Don't know the cost, but you might check it out.

Already have that on Android. It's my goto piece of software for my tablet. Although I have the 2.8 version, the new version 3.0 came with the demand to pay again, to which I said ... nahh.

ArtRage does offer something unique with it's realistic paint effects and they work just as good on the tablet version.
